The fees could apply to the server operators, the players, or both. By now anybody still playing Freelancer are serious loyal players who aren't going to be pushed off by a small monthly fee. They'll complain alright, but will probably understand if they want the list server to keep running. Perhaps the list server should be set up as a subscription service for a nominal fee. I know people are reluctant to part with cash. We have a dedicated commercial Windows server running our FL mod and we also have a commercial Linux server where we have our web site and can put up another domain (http://xxx.yyy.com) Let me know if you think this will be possible to do.
